Director's Letter 

Welcome to the Office of Labor-Management Programs (OLMP).

OLMP implements the administration's long-term goal of institutionalizing labor-management cooperation in the District agencies by creating and using Labor-Management Partnership Councils. OLMP provides assistance, training, and remediation services for all agencies in forming, expanding, and improving labor-management partnership councils. Through the use of a new three-team structure, OLMP provides continuity of support over the life of the agency partnerships.

A number of recent re-engineering changes affecting the DC Labor-Management Council and the Citywide Assembly will help with policy setting, training, and establishing the District’s labor-management program as a model throughout the country.

As we move forward, our goal is to establish a new level of partnership cooperation and effectiveness. However, accomplishing this goal requires the active participation of both labor and management. The result, of course, will be improved services to the residents of the District of Columbia.
