| History of DC Labor-Management Partnership Movement
Convinced that the way DC government conducted business on several fronts needed transformation, the Department of Public Works (DPW) Fleet Services Division established a pilot labor-management program in 1996. The program’s success led to the formation of the DC Labor-Management Partnership Council (DCLMPC) to foster improved labor-management relations within District government.
Funded by a grant from the Federal Mediation and Conciliation Services (FMCS), the DCLMPC anticipated and resolved mutual workplace problems by involving labor directly in discussions and decisions affecting the organization. The success of the Council led to the formation of the Office of Labor-Management Programs (OLMP) which was initially funded by the FMCS grant. OLMP was created to implement the policies established by the DCLMPC.
As the number of labor-management partnerships across the city increased, the DCLMPC strengthened the OLMP infrastructure and its vision of labor-management programs. Significant accomplishments include:

Initiation of pothole project competition that encourages and rewards improvements in customer service achieved through the work of the agency labor-management partnerships

Establishment of the Citywide Assembly for partnership co-chairs

Noticeable reduction in grievances filed

Over 40 labor-management partnerships established from 2002-2006 |
